In April of 1971 The Legislature of the State of Texas in Section 16.311-16.322 of the Texas Water Code and Section 240.901 of the Local Government Code authorized local governmental units to adopt regulations designed to regulate land use and minimize flood losses. The Commissioners Court of Galveston County, Texas, adopted the minimum standard Floodplain Regulations.

All development, as defined in the Floodplain Regulations - means any man-made change in improved and unimproved real estate, including but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations or storage of equipment or materials. Requires a permit.

Repairs to a home such as roofing, siding, windows or deck replacement does not require a permit when done individually. If repairs are being done all at once a repair permit is needed.

Fencing does not require a permit.

The County has not adopted a setback requirement but does request 5 feet from the sides and 25 feet from the front.
