You must have all required documents and required information before the application can be submitted.

Prior to starting the permit application process, use the GIS map below to determine information that is required within the application e.g., is the property in unincorporated Galveston County, the property's flood zone, distance from mean high tide and if the property is within a concrete regulated area.

In addition to the information collected from the GIS Map, the following documents may be required. The Owner Acknowledgment is required for ALL applications. Based on the type of permit applied for, you may be prompted to upload one or more of the documents linked below before your application can be submitted.

Please allow up to 5 business days for the initial review. Large scale development may take up to 7 business days.

Beach Front Construction Certificate and Dune Protection Permit applications, for properties on the Bolivar Peninsula and within 1,000 ft. of mean high tide, are submitted to the General Land Office (GLO) for further review after the County completes their review. The GLO has 10 business days to respond with questions and/or comments (30 business days for large scale development). If additional information is requested their response time starts over once they receive the information requested.

Payment Information

Once your application is submitted online and has been approved, you will be prompted to pay online.  Unfortunately, our online payment system is down at the moment.  Please call 409.770.5552 to pay over the phone with a credit card (have your address and/or online application number available) or you can pay with a check by either mailing it (please write your permit address and/or online application number in the memo line) or bringing it into our office at 722 Moody, Galveston, Texas 77550.

Please be advised the County does not accept cash payments or AMEX.

Unincorporated Utility Providers

Issuance of a Galveston County Floodplain Permit does not guarantee utility availability. It is the responsibility of the landowner, not Galveston County, to determine utility availability to their property. A floodplain permit is not contingent on availability of all utilities. Some permit applications may require approvals from the utility providers or the Galveston County Health District.
